Identification of Occurrence:

Plant effluent pH was above the limit of 9.0 for approximately three minutes.

Conditions Prior to occurrence:

The Plant was in cold shutdown (Mode 5) with no effluent discharges in progress.

Description of Occurrence:

The Plant ef fluent pH recorder alarmed at about 4:30 PM on Thursday, October 18, 1979. A manual grab sample was taken and it confirmed the high pH.

The pH was above the Environmental Technical Specifica-tion limit of 9.0 for a total of three minutes.

The maximum pH was 9.2.

Designation of Apoarent Cause of Occurrence:

No cause for this occurrence has been determined. No effluent dis-charges were in progress, and an investigation of all possible sources of the high pH gave negative results. It appears most likely that someone at the plant disposed of some high pH substance down a drain.

We believe this occurrence is an isolateu incident.

Analysis of Occurrenec:

This occurrence had no effect on either plant or public safcty, nor did the release alter the river quality outside the discharge mixing zone.

Corrective Action:

Plant procedures will be reviewed to determine if further guidance is necessary regarding the disposal of potentially hazardous chemicals All site supervisors have been instructed to inform their personnel of the occurrence and to ask them to contact the Plant Chemists prior to disposing of any potentially hazardous chemical.
