Attached for your review is a proposed change to the Arkansas Nuclear One

. (AN0-1) Technical Specifications concerning hydraulic shock suppressors (snubbers).

As a result of the following excerpt from NRC IE Inspection Report 50-313/78-04, five snobbers have been removed from the category "Especially Difficult to Remove."

"During inspection 78-04, the inspector noted that of the 74 snubbers listed in the Technical Specifications, 48 of them are classed as "Especially Difficult to Remove." Snubbers classed as above and having once been functionally tested are exempted from the annual functional testing sample. The Lic.ensing Manager indicates that snubbers were classed in the above category on the basis of a visual inspection during which snubbers were classed as "Especially Difficult to Re-move" if any rigging or scaffolding were required for removal.

As a result of removing and functionally testing all snubbers during the last refueling outage, it appears that some of the snubbers in this category may be improperly classified. For 1223 323 MEMBER MrOOLE SOUTH UTILITIES SYSTEM 7910290 W

example, in one day 17 of these snubbers were removed or installed out of a total of 25 snubbers handled. While a statistic such as this is not conclusive, it does appear that this classification of snubbers should be reviewed in light of the functional testing performed during the refueling outage. The AP&L Licensing Manager has agreed to review this during the next refueling outage. The resolution of this item will depend on the outcome of this review."

This review has been compleied and a total of nine snubbers were identified as capable of being removed from this category. However, four of these have been completely removed from Table 3.16-1 of the ANO-1 Technical Specifica-tions as a result of the review described in the next paragraph.

Licensee Event Report (LER) 50-313/79-10 identified a situation where the main steam line piping restraints and snubbers were inadequate. As a follow-up to this, a review of existing pipe restraints / supports was perfonned to determine their adequacy. This review, and the LER, identified ten main steam line hydraulic snubbers in Table 3.16-1 which we have subsequently re-placed with mechanical snubbers. ANO-1 Technical Specifications 3.16 and 4.16 specifically cover only hydraulic snubbers and we have, therefore, re-moved those hydraulic snubbers whirs were replaced by mechanical snubbers from these specifications. Surveillance of the mechanical snubbers will be done per our Inservice Inspection (ISI) program.

Three snubbers were inadvertently omitted from the original Table 3.16-1.

These snubbers (HS-100, HS-101 & HS-102) are on the pressurizer surge line and were discovered to be not on the list following implementation of ANO-1 Technical Specification Amendment No. 28. The:e snubbers have been treated as safety-related since this discovery and surveillance has been performed per Technical Specification 4.16. Two of these snubbers are herein added to Table 3.16-1. The third hydraulic snubber, HS-100, has been replaced with a mechanical snubber as a result of the review performed for LER 50-313/79-10, as described above, and has not been included.

Pursuant to 10 CFR 170.22, we have determined this proposed change to require a Cliss III fee of $4000 and a check for that amount is enclosed.
