Dear P'. Hendrie,
This letter is in response,to the recent notice of a.railability of the Final Inviron= ental Statement for the Greene County Nucl-Power Pb t.(United States Nuclear Regula.tery com=icsion Dockett No. 50-549).
The recent Statement of policy by the Nuclear Regula. tory Co=nission on the Reactor Sa.fety Study (Ja.nuary 19,1979) raises several. cuestions z' bout nuc1"-
re.acter safety. Friends of the Earth is concerned atout the N3C's ow-findings a
on the possibility of a =uelear reacter accident. The S at.e=ent of Poli.cy states:
The Cc=nission accepts the Review Group Repert's c==clusion tha.t.
absolute values of the risks presented by nSH-1C should not be er used un:ritica.11y either in the rerula. tory process.sfer public policy p=pses a=d has taken and will continue to take steps to assu: as that jj any such use Ln the past wi11 he corrected as appropriate. In pa=-

tienb r,. in light of the Review Group c nclusi=ns en accident p=ch-abilities, the Cc
'ssion does not regard as reli='"' e the Rea.cter Sa.fety Study's nu=e-ical esti= ate of the overall risk of react==
accident.
.Y_ ends of the Earth requests that the Cc--4 ssion's Oafice of Nn= !. ear Rea: tor Reg :lation respond to the. criticis:s of the Review Group Rep-t on
.nSR-1400 as they apply to the Greene Ccunty Nuclear Pla=t. In prtiet:L_r, w:.2.t would be the e en :i: an radiobiological effects of a Class 9 a=-4 dent d

The final envir:nnental i=pe.t statement will ns.ke s. neaningf:2 reference to the existence of any respnsible.cypsi:s viev =ot adequa.telf dis-cussed in the draft environ = ental statement indicating the response to the issues raised..
In addition the Council c Invironmenta.1 t.u.11ty fi- = 7 reg,'-tic =s for he i=planenta. tion of prec~edural p =visic s of the Na. tic--' 7-virennental 3:licy Act (Fe 3 gister, Volu:e 43, No. 230, Sectic: 1502 9 (c)) require u-agencies to:

It appears, therefore, t.'at under the Natienal Invi-en= ental poli.cy Ant, the Greene 0:enty FIS is inadequate. The pessible sig?.ificant envi_o=e:-e -- ir. pact
