The licensee's letter of August 31,1979 (Enclosure 1) addressed three incomplete items, (3.2.5, 3.2.6, and 3.2.7) which concern modi fications to the emergency condenser valves, make-up supply, and level indication to provide safe shutdown capability in the event of a fire.

The letter stated that since safe shutdown capability was being evaluated as part of the SEP (Systematic Evaluation Program) that the completion of these items would be deferred.

The deferral of these safe shutdown capability issues to the SEP is consistent with D0R policy.

We will evaluate the adequacy of the fire protection afforded the safe shutdown capability after the SEP is complete.

At present, we expect the SEP to be completed in 1981., the status summary sheet, 5ccurately reflects the present review status on the incomplete items.

Dresden Unit 1 Fire Protection Safety Evaluation Report dated August 9, 1979

Dear Mr. Ziemann:

Items 3.25, 3.26, and 3.27 of Reference (a) requested additional plant modifications to the emergency condenser valves, make-up supply, and level indication to allow utiliration of the condenser as the heat sink for safe shutdown of the plant in the event of a fire.

Table 3.2 of Reference (a) required a decision on these items by September 1, 1979.

The safe shutdown capabilities of Dresden Unit 1 are currently being evaluated as part of the Systematic Evaluation Program (SEP).

The conclusions reached in the SEP safe shutdown analysis may influence the outco'me of the safe shutdown analysis for fire protection.

Therefore, a decision concerning the modifi-cations to the emergency condenser will be deferred to allow coordination with the SEP effort and prevent design and installation of a possibly incomplete or unnecessary modification to the system.

Please address any questions you may have concerning this matter to this office.
