General Electric Company Docket No. 99900003/79-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on June 4-7, 1979, it appeared that certain of yc r activities were not conducted in full compliance with NRC regiurements as inuicated below:
A.
Section 2.2, Quality System Documentation, of the General Electric Topical Report, NED0-11209-04A, states that the Analytical Laboratory Control Instruction, NEBG 70-21, establishes the requirements for the analytical laboratory control programs needed.
NEBG-79-21, Revision 1, states in part, "Fanagement responsible for analytical laboratory shall:
. estr/.21ish and document the procedures that are required to provide assurance that analytical instruments and other measurement devices used in activities affecting analytical mea-surement devices used in activities affecting analytical measurement quality are properly controlled, calibrated,... as defined in the CM&S Manual.
Contrary to the above, the Analytical Laboratory Control Instruction, NEBG-70-21, was found to be not fully implemented.
Calibration of measurement devices was not performed as described by the CM&S pro-cedure eg., analytical scale and balance calibration.

That is, station 4003 a speed of 36 3/4 IPM was observed for a 3-pass and at station 4004 a speed of 35 to 36 IPM was observed for a 2d pass.
