Dear Congressman vander Jagt:
Thank you for your letter of July 2 which enclosed the suggestions of Irving W. Rozian of the Michigan Universities Consulting Service on longer term studies of nuclear safety.
We have reviewed Mr. Rozian's
'1ggestions and find many useful ideas.
His suggestions have been crwarded for consideration to the several groups in NRC working on issues raised by the accident at Three Mile Island.
The TMI-2 Lessons Learned Task Force in our Office of Nuclear Reactor Regulation is concentrating on the reactor licensing questions raised by the accident.
Included in their scope of review are the computer control, operator training, utility management, NRC staff management and human factors issues that Mr. Rozian addressed.
I am informed by Roger Mattson, the Director of that Task Force, that all of Mr. Rozian's questions and specific ruggestions are under active consideration at this time.
The Task force has recently issued short term reccmnendations that address some of these issues and plans to touch on all of the issues in its final report in September of this year.
Enclosed e a copy of the Task Force Report for your information (NUREG-0578).
The other broader issues raised and discussed by Mr. Rozian in the areas of socio-dynamic factors, governmental management, and State authority and responsibility fall within the purview of an independent. investigation established by the NRC under the direction of Mitchell Rogovin.
Mr.
Rozian's letter has been transmitted to the NRC investigation for its consideration in these areas of broader policy implications.
