.- Introduction By letter dated August 14, 1979, Toledo Edison Company (the licensee) requested a change to the schedule for installing the fire protection modifi-cations for the service water pump and valve room of the Davis Besse Nuclear Power Station, Unit No. 1 (Davis Besse-1). The change would extend the date of completion of the modifications from July 1,1979 to December 31, 1979. The proposed change would char.ge Table I of the Firc Protection Safety Evaluation Report for Davis Besse-1 dated July 26, 1979, to reflect the proposed schddule change.

Background and Discussion On July 26, 1979, the Commission issued Amendment No. 18 to the Davis Besse-1 operating license. The amendment added a condition to the license (2.C(4)) which requires completion of the fire protection modification in the service water pump and valve room identified in Paragraph 4.3 of the NRC's Fire Protection Safety Evaluation for Davis Besse-1 dated July 26, 1979. This amendment also added a license condition which requires completion of these modifications in accordance with the schedule given in Table I of the Fire Protection Safety Evaluation. The schedule calls for completion of the fire protection modifications in the service water pump and valve room to be completed by July 1, 1979.

In late May 1979, the licensee recognized that their effort to complete this modification were behind schedule and with the number of other high priority efforts, fire protection on this item did not receive the special attention to accelerate the fire protection modifications consistent with the licensees commitment.

Contractor selection has been completed and procurement of materials has been initiated. The projected schedule now identifies the service water pump and valve room modifications as a priority task to be completed on December 31, 1979.

To compensate for the fire protection modification which would not be in service until December 31, 1979, the licensee has proposed by letter dated August 14, 1979, to provide the following additional items in the interim period:

1) The hose house adjacent to fire water system hydrant #2 will have a length of hose long enough to provide fire-fighting capabilities in the service water pump room.
2) A 150 pound wheel mounted dry chemical extinguisher will be positioned to be accessible to this area by its hose length.
3) The service water pump and valve rooms will be visually checked by station personnel at least once every four hours.

We have discussed the licensee's proposal with the licensee's staff and they have agreed to provide the following additional assurance:

The licensee will provide a continuous fire watch in the service water pump and valve room whenever maintenance activities provide an ignition source or an increase in transient combustibles.

We have noted that the service water pump and valve room have fire detectors and that procedures have been prepared to provide an alternate scurce of service water from the station circulating water system. We have determined that the licensee's proposed measures as
