Background
Combustion Engineering (CE) by letter dated July 30, 1979, and supplement dated August 15, 1979, submitted atplan for coping with cEergencies.
The plan 7.nd associated supplement were reviewed using the criteria in Appendix E of Part 50, particularly the elements listed in Section IV, and in 3egulatory Guide 3.42, " Emergency Phn.1Mg for Fuel Cycle Facilities and Plants Licensed under 10 CFR forts 50 and 76" (RG 3.42), dated August 1977.

Organization - Notification s:
The I;cersee has established an emergency planYor copint with incidents such as criticality,. fire, explosions, release of radiocctive materials, and personnel injury. Si;ce the CE licensed facilities occupy a relatively small part of the CE Windsor facilities, the nuclear facilities' emergency plan under license SNM-1067 (MFM-N Plan) is part of the overall Windsor Site Emergency plan which prcvides the emergency planning base for all activities and facilities within the Windsor Site. The Windsor Site E= rgency Director has delegated responsibilities for emergency planning to various Area Coordinators t6 facilitate timely response at the various facilities through facility orgeizational framevorks. The Nuclear licensing and Safety Supervisor is the Area Coordinator for all activities under the,
SNM license. He assures that updates and revision to the NFM4 P7an 12 s
submitted to the Windsor Site Emergency Director for incorporation in@ the overall site emergency plan.

has appointed the vice president, Nuclear Fuel, as the Emergency Director 1,' <,
for both the Nuclear Fuel Manufacturing Facility and the Development 3.; J,
Department Laborttories.
In the absence of the vice president, Nuclear Fuel, during the day shift, an Emergency Director has been designated for emergencies within the Nuclear Fuel Manufacturing Facility and one for emergencies within the Laboratories. The locations for the two activities are adequately identified. The Emergency Director is aided by an emergency team of plant and staff members. Alternates for the Emergency Director and for emergency team leaders are identified. Personnel emergencies are declared by facility supervisory or management personnel. The Nuclear Licensing and.
Safety group, in the manufacturing areas, and the Health Physics staff, in the Development areas, determine whether medical treatment and/or personnel decontamination is necessary. The Emergency Director is responsible for declaring and classifying all other emergencies and is responsible for the,
notification of off-site support agencies.
Responsibility for specific activities such as conduct of operations, supo ision of surveys and rescue operations, account for personnel, trainin9, dr
',b, and maintenance of emergency procedures is assigned to specific positiens in the organization.

respective facilities. Medical, security, fire fighting, and facility and engineering services are provided by the respective Windsor Site organizations.
On site emergency team leaders 2nd the Emergency Director are notified of an emergency by a hot line emergency telephone system. The emergency telephone system is activated from a central control panel at the guardhouse.
All personnel are notified of a., evacuation by activation of the criticality alarm (continuously sounding hoen) or the non-nuclear alarm (continuously ringing bell) for all other emergencies. The former is activated automatically; the latter, either automatically or manually. The Windsor Police Dispatcher may also be contacted via an emergency hot line. Both on-site and off-site hot lines have emergency power. The nonnal plant telephone system, two-way radios and loud-speakers in fire fighting vehicles are also available for comunications during an emergency. The plan identifies local, State and Federal agencies that will provide support in the event of an emergency and the means of notifying the agencies.
B.
Notification Criteria The CE emergency plan classifies incidents into five categories and identifies the categories that require notification of offsite. local, State and Federal authorities. However, procedures to cope with the category of General Emergency are not provided since the events in this category are judged not to be credible during the lifetime of the facilities.
Examples of each type credible emergency and response action for each are identified.

Outside Agencies

The procedures provide directions for the facility emergency organization to request participation of outside organizations and agencies whose services are needed.
Agreements have been reached with the following organizations:
1.
Saint Francis Hospital and Medical Center 2.
Connecticut State Police Department 3.
Windsor Police Department 4.
Windsor Fire Department 5.
Department of Energy Brookhaver: Area Office 6.
State of Connecticut Office of Civil Preparedness D.
Maintenance of Organization and Procedures The licensee will review and update the Emergency Plan and procedures at least annually. A license condition shall be added to limit changes to the Emergency Plan without prior Connission approval to those that would not decrease its effectiveness. All written agreements are reviewed and updated every two years.
E.
First Aid and Decontamination of Facilities The CE site medical departnent is staffed by a licensed medical doctor and medical support personnel. The medical center is an industrial medical facility with emergency response capabilities. Decontamination and personnel monitoring equipment and supplies are available onsite.
Transportation of injured personnel to a hospital is provided by site security vehicles.
F.
Offsite Treatment of Personnel A local hospital is available for further decontamination and/or treatment of contaminated personnel. The Saint Francis Hospital and Medical Center has a capacity for and an interest in receiving and treating patients with radioactive contamination and medical-surgical problems. The Hospital has developed precedures for this service and conducts at least one fomal drill per year.
G.
Personnel Training The licensee has committed to ruintain emergency preparedness through a continuing program in which CE persoMel receive training in the emergency procedures. The frequency of refresher training varies from quarterly for the members of the fire brigade to annually for emergency team leaders and operating personnel. The local fire department chiefs and assistants are trained semi-annually in fighting fires involving radioactive materials

Practice Drills Semi-annual site emergency evacuation drills are conducted to test promptness of response, adequacy of procedures, emergency equipment and overall effectiveness of the plan. At least one of the drills involves participation by off-site agencies to test the communication links and notification procedures.

Records

Records are maintained of all training, drills and exercises.
Based on evaluations of the effectiveness of the training program, exercises and drills, revisions are made as appropriate to increase their effectiveness.

Re-entry Criteria The CE plan includes the basic recovery criteria. The criteria are divided into the following categories:
1.
Protection of health and property (other than life-saving situations) 2.
Live saving actions No personnel are allowed to re-enter the affected plant areas unless authorized by the Emergency Director. Prior to start-up of operations, after termination of an emergency, radiation levels will not exceed normal operating levels, as specified in the SNM-1067 license.
Deficiencies identified in the investigation of the incident will be resolved prior to resumptirn of operations.

General Emergency planning at CE was discussed on November 8, 1978, with Dale E. Donaldson, Region I Radiation Specialist and with J. Roth, Region I Project Inspector on August 1,1979. Suggestions made were incorporated in the plan.
L.
Conclusion The emergency planning for CE meets the requirements of 10 CFR 50, Appendix E and provides a basis for an acceptable state of emergency preparedness.

Issuance of an authorizing amendment to the CE license is reconmended subject to the requirement that the licenseemakes no changes to the Emergency Plan dated July 30, 1979, and to its supplement dated August 15,1979, which 1

decrease the effectiveness of the plan without the prior approval of the Comission and that the licensee shall follow the plan. Other changes to the Emergency Plan shall be procptly submitted, for infomaticn purposes, to Region I Office of Inspection and Enforcement and to the Office of Nuclear Material Safety and Safeguards.
