MODIFICATION TO AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. 1 TECHNICAL SPECIFICATION CHANGE NO. 23 By a letter dated October 25, 1979, we requested a change to the Technical Specifications for North Anna Power Station Unit No. 1.
These changes were designated as Proposed Technical Specification Change No. 23.
It has come to our attention that a modification to our original change proposal is needed.
FSAR Section 3.1.49 and 10CFR50 Appendix A, Criterion 56.4 require one autonatic valve inside and one automatic valve outside the containment for i sola tion.
1-l A-55 is a check valve and qualifies as an automatic valve inside the containment. Since TV-IA-102B is the closest automatic valve to the contain-ment, it is the automatic valve outside the containment. These two valves together form the isolation boundary and therefore must be listed in Table 3.6-1.
Valve TV-102A will not serve as an isolation valve, and should not be included in the table.
This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.
It has been determined that this request does not pose an unreviewed safety question, as defined in 10CFR50.59.
