On November 9,1979, with the reactor in a shutdown condition, engineering per-sonnel observed that boiler feed snubber BFS-412 was inoperable.

Since the reactor had been operated at power during the st rveillance interval, this constitutes operation in a degraded mode of LCO 4.3.10, and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b) 2.

EVENT DESCRIPTION:

On November 9,1979, with the reactor shutdown for scheduled maintenance, engineering personnel observed that the oil reservoir for boiler feed snubber BFS-412 was empty. See details of Figure 1.

Because the oil reservoir was empty, this snubber was determined to be inoperable.

This snubber had been verified operable during performance of the previous sur-veillance.

CAUSE DESCRIPTION:

Reason for snubber being inoperable was an empty hydraulic oil reservoir.

CORRECTIVE ACTION:

The snubber hydraulic oil reservoir was refilled and the snubber returned to s ervice. The present surveillance interval is 124 days + 25%. No change is required as a result of this occurrence.

No further corrective action is anticipated or required.
