At 1326 hours0.0153 days <br />0.368 hours <br />0.00219 weeks <br />5.04543e-4 months <br /> on November 7,1979, the line supplying backup bearing water to LA helium circulator was determined to be impaired due to i= paired hanger 10A-H-21208. Since the reactor.had been operated at power prior to discovery of the condition, this is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2 as a degraded mode of LCO 4.3.10.

EVENT

DESCRIPTION

On November 7,1979, with the reactor shutdown for scheduled maintenance, hanger 10A-H-21208 was determined to be impaired. This hanger is on the line supplying backup bearing water to the LA helium circulator. Although the backup bearing water line is not Class I, the hanger is included in the analysis of a Class I system; therefore, its impairment constitutes an impairment of System 21.

Although the reactor was shutdown at the time this hanger was determined to be impaired, LCO 4.3.10(d) requires that the hanger be made operable prior to reactor startup.

Necessary repairs to the hanger were completed at 1324 hours0.0153 days <br />0.368 hours <br />0.00219 weeks <br />5.03782e-4 months <br /> on November 8, 1979, with the reactor still in a shutdown condition.

CAUSE

DESCRIPTION:

One of the anchor bolts to this hanger was missing and the shield to the other anchor bolt was stripped. These factors caused the hanger to be i= paired.

CORRECTIVE ACTION:

The missing anchor bolt and defective bolt shield were replaced and the hanger was verified operable. There was no affect on public health or safety, and no further corrective action is anticipated or required.
