Dear Mr. Gammill:

Florida Power Corporation has reviewed the electrical power systems at CR-3 in accordance with your letter dated August 8, 1979, and has determined that the off-site power system and the on-site distribution system are adequate to allow the safety loads to perform their function under all conditions as described in the NRC letter.

This conclusion is based on calculations and analyses performed using the latest Plant Loading Summary and the Guidelines issued with the NRC letter.

With reference to Item 6 of the Guidelines contained in your letter, we do not have, nor are we proposing any " Limiting Conditions for Operation" for conditions there the off-site circuit voltage is less than the " minimum expected value."

Two procedures do exist (AP-ll2 and EP-101) for action following a total loss of off-site power from the normal source.

As described in our letter, dated August 10, 1979, to Mr. Robert W.

Reid, a sustained degraded grid voltage condition at CR-3 is a very unlikely event, and our existing design has adequately considered these circumstances.

Existing data available f rom various tests performed in the past has confirmed that the load data used for our calculations is worst-case data.

Although an actual test of the power systems, under the conditions described in the NRC letter, has not been performed, the available data, along with operating experience of such systems, provides the assurance that the power systems will operate as designed.
