Response to I&E Bulletin No. 79-24, Frozen Lines Reference (b) requested that the plant review protective measures taken to assure that safety related process, instrument, and sampling lines do not freeze during extremely cold weather.

Yankee Rowe uses electrical heat trace, steam heating or flow in con-junction with insulation to prevent lines from freezing. A sign-off procedure is used to prepare the plant for cold weather operation and operators routinely check the operation of the heat trace during cold weather. We feel that adequate measures are being taken to prevent safety related lines from freezing.
