Gentlemen:
This is in response to your letter dated October 31, 1979, informing us of the
steps you have taken to correct the items of noncompliance which we brought to
your attention in Inspection Report No. 50-329/79-19 and No. 50-330/79-19
forwarded by our letter dated October 1, 1979. After reviewing your response,
we continue to feel that the certification of quality control personnel for
the post-tensioning work was not in accordance with committed Regulatory
Guide provisions. However, the corrective action outlined in the attachment
to your response is considered an acceptable approach to resolving the matter.
An inspector will witness a reinspection of completed tendons and review the
proposed written and practical examination to be administered to the QC per-
sonnel. We will examine these matters during a subsequent inspection.
