Dear Mr. Ippolito:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

These technical specification revisions are the result of modifications which are scheduled to be performed on BSEP 1 and 2 during the 1980 refueling outages to replace certain digital instrumentation with analog equipment. These modifications will provide instrumentation which is more reliable and easier to test in addition to greatly reducing instrument setpoint drift concerns. These modifications have been reviewed and have been determined not to constitute an unreviewed safety However, instrument designations, surveillance intervals, and battery test concern.

The attached reports provide background and qualification data on the modifications for your information.

Section VI in each of the attached reports contains the proposed revised ter ' '.ical specification pages for the appropriate BSEP unit.

Our current schedule calls for these equipment modifications to be performed during the 1980 refueling outages. CP&L would appreciate a prompt review of these proposed changes so that our outage planning may be finalized; however, the new tech-nical specifications should not become effective until the end of the respective refueling outages.

Mr. T. A. Ippolito In accordance with 10 CFR 170.12(c), we have determined that this request constitutes one Class III amendnent and one Class I amendment because it involves a single technical issue for one BSEP unit and a duplicate request for the second unit.

Therefore, our check for $4,400 is enclosed as payment for this fee.
