Dear Mr. Bixel:
The Commission has issued the enclosed Amendment No. 31 to Facility Operating License No. DPR-6 for the Big Rock Point Plant; The amendment consists of changes to the Technical Specifications in response to your request dated October 23, 1979 and supplement thereto dated October 31, 1979.
The amendment revises the Technical Specifications to allow a change in the low reactor water level and low steam drum water level setpoints.
Our enclosed Safety Evaluation supporting the amendment also addresses the acceptability of the changes to the Technical Specifications and the acceptability of the modification made to the water level instruments to correct a deficiency which you reported in Licensee Event Report 79-22.
A copy of the Notice of Issuance is also enclosed.
