The nroposed c"ange related to the nurier of control rods that could be inoperable anc uvolved revisions to Specifications 3.5.2.2.a, e and g, and 3.5.2.S.

'le itave conpleted a prelininary review of your request and conclude that the information subnitted in support of the request is inadequate.

Specific infornation needed, but not supplied, includes the follouing:

1.

'ihy the proccsed change uculd not increase the probability of occurrence of an accident or re.lfunction previously evaluated in the FSAP..

2.

Mhy the change vould not increase the cons':auences of an accident or ralfunction previously evaluated in the FSAP.

3.

Why the chan':e would not create the possibility for an accident or calfunction different from any previously evaluated in the FSAP,.

The Standard Tachnical Specifications (STS) are based on plants which nect current reculatory recuirments.

Therefore, to invoke a STS provision as a basis for a proposed change, it is first necessary to derenstrata that the plant design substantially cor.forns, in to area of interest, to current regulatory rcquirerents.

This las not done in your subnittal.

b.

The selective adoption of isolated provisicns cf the STS that provide operational flexibility is not approcriate unless i'. is part of the adoption of all the STS bearinc on the subject area, either directly or indirectly.

This is because scre provisions of the overall STS rzy rrovide the corsc7satory bases which justify the latitude pernitted in other parts of the STS.

In your subnittal yce t.rcroscJ to adopt only an isolated provision of thc STS, rather tnan tha applicable sections of the STS.

Accordingly, in order for us to continue our review of this recuest, '.ce will need a detai'ed safety analysis of the bror:osed change which fully addresses the considerations listed above.
