thtropolitan Edison Company Three Mile Island Nuclear S tation Unit I Docket No. 50-289 Operating License No. DPR-50 Technical Specification Change Request No.11, Amendment 1 Licensee requests that the enclosed pages 4-36a and 4-36b be substituted for the existing pages 4-36a and 4-36b of Technical Specification Change Request 11.

Reason for Change Request While beginning the first-year Tendon Surveillance Inspection, it was discovered that tendon H-51-033, which was though.t to be accessible, is not accessible for testing without extreme, inappropriate actions such as chipping of concrete.

Safety Analysis Justifying Change The proposed change involves substitution of one tendon for another in the first, fourth, seventh, and tenth tendon surveillance inspection periods. The tendons (H-51-033 and replacement tendons H-62-016 and H-35-028) are estimated to have approximately the same probability of corrosion and have a similar function in overall structural capabilities and properties of the structure. The substitution does not affect the randomness or the representative nature of the hoop tendons selected for inspection. Therefore, we have determined that the change does not involve an unreviewed safety question as, if implemented, it:

a. will not increase the probability of occurrence of conseque.nces of an accident as analyzed in the TMI-l Final Safety Analysis Report (FSAR)

b. will not increase the probability of an accident not described in the FSAR

c. will not reduce the margin of safety defined as the basis for any Technical Specifications.
