SUMMARY
OF MEETING TO DISCUSS SOIL / STRUCTURE INTERACTION ANALYSIS A meeting was held on September 18, 1979 with the applicant in Bethesda, Maryland to discuss the soil / structure interaction analysis for the facility.
The meeting was held at the applicant's request, as a follow-up to the May 10, 1979 meeting on the same subject, to discuss the methodology and parameters to be used for the alternate comparative analysis. The meeting attendees are listed in the Enclosure. The meeting is summarized as foll ows.
Summary The applicant stated that the alternate analysis will be perforned by the elastic half-space model using Kausel's approach; i.e., for deeply embedded structures,(the Reactor Building and the Fuel Handling Suilding), the response spectra in Regulatory Guide 1.60 will be modified t take into account the effect of deep embedment (kinematic interaction). We agreed-that the elastic hal f-space model was an acceptable approach.
We stated that we would need to evaluate the results of the analysis, where Kausei's approach results in significant reductions in the response spectra, before making any judgments on the acceptability of the analysis.
The applicant proposed the following parameters for the alternate analysis which we found acceptable.
1.
Average soil properties will be used.
2.
The peaks of the calculated floor response spectra will be broacened over a frequency range of ; 15 percent of the frequencies at which peak spectral values are computed.

Only two percent damping will be used to generate ficor response spectra for comparison, unless.rie new results exceea the existing results.
In this case, response spectra for other damping ratios will also be computed.
