FitzPatrick Nuc~. ear Power Plant Docket No. 50-333 Proposed Technical Specification Changes Belated to Scent Fuel Storage Modification

Dear Sir:

In response to your letter of September 27, 1979 and discussions with NRC Project Management requesting JAF Technical Specification revisions related to the proposed JAF spent fuel storage modification, the Authority hereby proposes Technical Specification changes as follows:

1.

Section 3.5.A revised to clearly allow the RHR to supply cooling to the spent fuel pool when the reactor water temperature is below 212 F.

2.

Section 5.5 revised to provide reference to information on the JAF Docket supporting the determined K gg limits.

e 3.

Section 5.5 revised to assure that U-235 fuel loading are within that providing the basis for spent fuel pool K gg analyses.

e As discussed with the NRC Project Management, no Technical Specification changes are proposed for Section 3.10.A.3 relating to fuel grapple hoist set points, or for minimum SFP water levels as specified in Section 3.10.C.

U.S. Nuclear Regulatory Commission With respect to the reference in your September 27, 1979 letter to pre-installation activities, the only activities that the Authority has undertaken are related to purchasing, manufacture and delivery of the new spent fuel racks to be installed upon receipt of your approval.

These activities were undertaken at our own financial risk; require no safety evaluation; result in no unreviewed safety questions; and do not relate or change any part of tha JAF Operating License.

The Authority has neither planned nor will in.'tiate pre-installation work in the spent fuel pool prior to NRC approval of the spent fuel storage modification.

The Authority does not consider that these proposed Technical Specification changes are significant modifications to our original license amendment request of July 26, 1978.

Therefore, no hearing is requested.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled," Supplement to Application for Amendment to operating License", and attachments

thereto which contain the aforementioned proposed Technical Specification changes.

In as much as these proposed changes are in support of the July 26, 1978 proposed license amendment, no application fee is determined to be necessary.

In support of this application, we are enclosing forty (40) copies of Attachment I (Proposed Technical Specification Changes),

and Attachment II (Supporting Information).
