PRELIMINARY NOTIFICATION September 6, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-378A This preliminary' notification c;nstitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all thst is known by IE staff on this date.

FACILITY:

Florida Power and Light Company Turkey Point Unit Nos. O and 4 Docket Nos. 50-250 and 50-251 Homestead, Florida

SUBJECT:

OVERFLOW 0F SPENT FUEL PIT This information supplements PH0-79-378 issued August 29, 1979.

Following the notification of the overflow of the Unit 4 Spent Fuel Pit at Turkey Point, a regional inspector was dispatched to the site.

This event has resulted in the issuance of an Immediate Action Letter concerning procedural controls over radio-active effluents.

During the on-site inspection, the inspector determined that the subterranean gravel-filled. drainage field (approximately 10ft long x 10ft wide x 10ft deep) was contaminated.

Direct radiation readings up to 5 mr/hr were

observed at ground level.

In addition, other stcrm drains not associated with the overflow were also found to be contaminated to greater than. unrestricted area MPC's.

As a result of these findings the Region II office issued an Immediate Action Letter, on September 5, 1979, confirming actions the licensee is taking to control radioactive contamination of the on-site storm drain system.

The licensee issued a press release on August 29, 1979.

The NRC does not plan to issue a press release at this time pending further information.

No media inquiries have been received by Region II.

The State of Florida is being kept informed of new developments.
