Dear Mr. Henry:

The Nuclear Regulatory Cc==ission (NRC) has been engaged in the develep-

=ent of a more explici: policy for nuclear facility decc:=1ssioning.

In Septe:ber 1978 ve held a set of regicnal workshops to review with State officials the specifics of the NRC plan.

In respense to the co==ents, the plan was =odified.

NUREG-0436, Revision #1 was issued in December 1975 and sent' to all the States for co::ent.

A followup set of verkshops to discuss technical studies cc:pleted since last year, a preli=inary drafr of a generic i

envirc= ental i= pact state =ent, and draft proposed rule changes, will be held on Septe=ber 12-14, Colu=bia, South Carolina and Septe=ber 25-27, Seattle, Washington.

An agenda is enclosed.

I invite you to designate two =e=bers of your legislative body to participate in these werkshops.

You =ay, of course, send others as cbservers.

In the event that there are budgetary difficulties, se e funds say be available for travel.

I am also sending letters of invitatien to the Governor and the public utility regulatory group.

A list of of the State's attendees at the Septe:ber workshcp is enclosed.

We have had suggestions at the previous workshops that it would be useful for the participants to teur a nuclear facility prior te discussing any new NRC proposed regulatiens er guidelines.

The attendees generally agreed that such a tour wculd give :he participants a better perspective cf what would be entailed in decc==1ssiening these facilities.

Over the pas few =cn:hs we have pelled the participants of the Septe=ber 1978 werkshops :o see if there was still interes: in taking a tour pric: to this verkshop.

Su the response was geographically divided.

There was a continued interest frem those partic-ipants who uculd go to the workshcp in Celu=bia, Scuth Carclina.

Hence, we have arranged fer a fer:a1 : cur en September 11 of Sa==er I, a nuclear pcuer plant under censtructica, and the lev-level burial ground in Barnwell, South

Surprisingly, there was little interest in a tour cf Hanford from those States that would participate in the Seattle worksheps.

Therefore, we are not conducting a for=al tour.

'a'e have, however, made arrange =ents with the Richland Operations Of fice of the Department of Energy te provide a tour if scoe of the participants want to travel to Hanford on Septe:ber 23 for a tour en Septa =ber 24 They would have to return to Seattle en the evening of the 24th in order to be available for the start of the workshop, on the following

=orning.

Another suggestion that came out of our Septe=ber 1978 workshops was that each State's representatives to the next workshop have the opportunity to caucus before ce=ing to the workshep.

The purpose cf the caucus would be to develop the State's position en the issues that vill be discussed.

I support this idea and vill provide you er your designated representative with the appropriate infer atien in advance of the meeting.
