-Your letter of April 27 to Chaiman Joseph Hendrie has been sent to me for reply. In it you ask for infomation on safety and emergency planning requirements.
" Applicants are required to submit [ for NRC approval, the facility emergency plans for coping with emergencies. These plans must addrecs, among Lother things, criteria for detemining when protective measures should be considered, and evacuation is one of the protective measures that is considered.. -Specific guidance' to the applicant for the preparation of emergency

plans is found in NRC Regulatory Guide 1.101, also enclosed. At the construction. permit stage the applicant is not required to file an cmcrgency plan, per se, but must demonstrate that he has mada plans for emergency planning, including preliminary arrangements with offsite authorities for their help in an emergency. Offsite authorities are t
responsible for any a::ergency response in offsite areas.. At the Operating License review stage, a detailed facility emergency plan must be sutnitted.
Since Hartsville he not yet filed for. an operating license, they have not yet sutxnitted t M datailed emergency plan.
Concerning the evacntion of the immediate area around the site, NRC l
does not require explicit evacuation plans as a condition of issuing a license. but does require that key elements of such plans be incorporated in the emergency plans for the site. The Regulatory Guida mentioned above identifies these elementswhich will be submitted as part of the FSAR. The review of this infomation will include an examination of the road network in the environs of the site at least to the outer boundary of the low population zone (LPZ). Forfartsville the LPZ has a radits of about three miles. The applicant will be required to coordinate his emergency planning with the State of Tennessee and the local agancies which have emergency planning responsibilities in the area aroured the site. These agencies will include the Sheriff's Departments of Smith and Trousdale Counties, Civil Defense coordinators of the two counties, ad

- With respect to the sutnittal of its emergency planning requirements at the construction permit stage, I am enclosing anondments to the Preliminary Safety Analysis Report (PSAR) which address the question of evacuation.
Note especially items 3, 4, and 5 which deal specifically alth evacuation.
In addition to the licensing aspects of emergency planning NRC on a non-statutory basis, reviews and concurs in Stato radiological emergency response plans. Tennessee has not yet asked us to review its plan but we understand that it is being drafted and we will be asked to review it when it is completed. The requirements for NRC concurrence in Stato plans are contained in Supplement 1 co our primary emergency planning guidance document for State and local goverreent emergency plans, NUREG-75/111, both of which are enclosed. Also enclosed is a copy of the Federal Register Notice of Dec mber 24, 1975 assigning the review and concurrence function to IRC,
