Dear Mr. Counsil:
Based on recent conversations between Mr. R. Kacich of your staff and Mr. I. Villaiva of our Bulletins and Orders Task Force, it is our understanding that you are receptive to our using Millstone, Unit No. 2 as the lead plant for auditing the small-break LOCA procedures being developed by your staff. As you know, these procedures are to be imple-mented by December 31, 1979, and are to be based on the guidelines sub-mittea by the Combustion Engineering Owners' Group in a letter dated November 8, 1979.
We plan to conduct the aforementioned audit wring the week of December 17, 1979.
It is our understanding that this time period will not adversely affect your ability to fully implement the procedure by December 31, 1979, and that the procedures will have been sufficiently developed so that we can conduct a meaningful audit.
The NRC representatives from our Bulletins and Orders Task Force that will perform the audit are Mr. G. Kelly, Mr. K. Mahan and Mr. I. Villaiva.
In addition, the Division of Operating Reactors Project Manager, Mr. E. Conner, and the site resident inspector, Mr. T. Shedlosky, will also participate in the audit.
If you foresee any problems with this audit or the tentative date of the site visit to perform the audit, please contact Mr. E. Conner of my staff.
