6 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-344 PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT-TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 42 to Facility Operating License No. NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensees), which revised Technical Specifications for operation of Trojan Nuclear Plant (the facility) located in Columbia County, Oregon.
The amendment is effective 30 days from the cate of issuance.
The amendment revises the Administrative Controls section of the Technical Specifications relating to both the on-site and off-site organizational structure.
The application for the amendment complies with the standards and requirements '
of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.
The Commission has detemined that the issuance of t.is amendment will not result in any significant environmental impact and tna; pursuant to 10 CFR Section Si.5(d)(4) an environmental impact statement or negative declaration 1404 505 d' g3 7911280
7590-01 11 and environmental impact appraisal need not be prepared in ccnnection with issuance of this amendment.
