This refers to the telephone conversation between Mr. T. F. Stetka and Mr. D.

Moody and other members of the Vermont Yankee Nuclear Power Corporation staffs on October 16, 1979, and between Mr. Stetka and Mr. W. Conway of your staff on October 17, 1979, regarding the completion of the inspections and the reporting of inspection results for Vermont Yankee Nuclear Power Station pursuant to IE Bulletin No. 79-14.

Based on the results of these conversations, it is our understanding that you will take the following actions:

1.

Complete all inspections (field verifications) by October 29, 1979.

2.

Submit the full report specified by IE Bulletin 79-14 within 30 days of inspection completion unless additional pipe and/or support analysis is required after inspection completion.

In such a case, notification of this office will be effected by November 1,1979, and the required report will be submitted before December 15, 1979.

3.

During the time period until submission of the full report required by IE Bulletin 79-14, failure of any safety system or component to meet seismic criteria will result in placing the facility in the cold shutdown condition either within 7 days of identification of any such uncorrected condition or as specified by the Technical Specifications, whichever is less.

Further, if such a condition is identified while the plant is shutdown, or if a plant shutdown is effected subsequent to the identification of such a condition, startup will not be accom-plished until the condition is corrected.
