APPENDIX A NOTICE OF VIOLATION Power Authority of the State of New York Docket No. 50-333 Based on the results of an NRC inspection conducted on April 24-27, 1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License No. DPR-59 as indicated below.
This item is a deficiency.
Technical Specification 6.5.1, Plant Operating Review Committee (PORC),
states, in part, "no more than two alternates shall participate in PORC activities at any one time." Section 6.5.1 also states, in part, "The Chairman or Vice Chairman and four members, including designated alternates, shall constitute a quorum."
Contrary to the above, on August 9,1978, the quorum was not satisfied in that PORC Meeting 78-47 was held with only two regular members and four alternate members present.
