This office has received a copy of your July 10, 1979 Technical Specifi-cation Change No. 59 which you filed with the Office of Nuclear Reactor Regulation (0NRR) for review and approval.
The application relates to the Radiation Protection Manager qualifications for Point Beach Nuclear Plant Unit Nos. 1 and 2 (Licenses DPR-24 and DPR-27).
Your request was not accompanied by the fees required by 10 CFR 170.22 because you determined that it is as a result of a written Commission request, is intended to clarify the Technical Specifications for the convenience of the Commission, and has no safety significance.
Based on guidance from the ONRR staff as a result of their preliminary review of your application, it has been determined that your application involves consideration of a single safety issue.
On this basis, it is not exempt from fees under the provision of Footnote 2 of Section 170.22, and a Class III fee of $4,000 is required for one of the units and a duplicate amendment fee of $400 is required for the other unit. Therefore, you should promptly forward to this office a total of $4,400.
If the final review of your application by the ONRR staff reveals that these fees are incorrect, you will be refunded any overpayment or billed for any additional amount due.
