Dear Mr. Gammill:

This letter is submitted, as required by the NRC letter dated September 17, 1979, to show a method of compliance with the dose limitations of 40 CFR 190. Carolina Power & Light Company (CP&L) will submit a special report whenever the calculated doses from plant radioactive effluents, as determined by the requirements of the Environmental Technical Specifications Section 5.4.1.1 and Regulatory Guide 1.21, exceed twice the design objective doses of Appendix I.

This special report will evaluate compliance with 40 CFR 190 per the guidance of Section 6 of NUREG-0473 (Revision 2).
