TRANSITION FR M DPM TO D0R Please examine the advantages of developing a-formal procedure for transferring a plant from DPM to DOR. Such a procedure would contain criteria for initiating the transfer, establish a transfer schedule and significant milestones, designate the office responsible for each required action, and describe a standard mechanism for accomplishing the transfer.
