SUBJECT:
TRANSFER OF A PLANT FROM DPM TO 00R I am responding to your memorandum to me of September 25, 1979 regarding the formal procedure for transferring a plant from DPM to DOR. Such a procedure was prepared some time ago and is documented as "PM Operating Procedure 214" (PMOP-214).
A copy of the most recent revision to PMOP-214 is enclosed.
I believe the procedure addresses the items mentioned in your memorandum, except that no explicit schedule is given in PM0P-214.
We will revise the procedure to add a provision such that if a plant has not been transferred from dim to DOR within six month's after the initial license is issued, the Dire, tor of DPM will notify the Director of NRR by memorandum of the reasons why the transfer has not been made.
PMOP-214 refers to NRR Office Letter No. 9.
A copy of that document is also enclosed.
