Subject:

Interim Actions Needed for Plant Operation Pending Final Resolution of Anticipated Transient with Failure to Scram (ATWS)

Your letter dated August 16, 1979 to Detroit Edison required that emergency procedures be developed to train operators to recognize an ATWS event and that these procedures be submitted to you by October 19, 1979.

In addition, your letter required chat operators be trained to take actions in the event of an ATWS.

Detroit Edison is presently developing plant operating procedures.

Our present schedule indicated these procedures should be complete by October, 1980.

Edison will provide these documents at that time.

We trust this response is adequate and allow the NRC to continue its review of our application and issue our Operating License for a fuel loading in May, 1981.
