This refers to the telephone conversations between Mr. R. B. DeWitt of your office and Mr. Gen W. Roy of this of fice on August 10, 1979, regarding the shipment of low-level radioactive waste =aterials from the Palisades Nuclear Power Plant.
With regard to the matter discussed, we understand that you will take the following action i= mediately:
1.
Examine your procedures and controls on the processing, packaging, and transfer of low-level radioactive waste which may contain free-standing water to assure compliance with applicable US Department of Transportation and US Nuclear Regulatory Commission regulations and requirements.
2.
Determine that procedures and controls for transfer of waste assure that the transferee's license requirements are met.
3.
Discontinue all shipments of radioactive material which may contain free-standing water until you have taken the actions in ite=s 1 and 2 above, and have assured that such shipments will be in compliance with applicable regulatory require =ents.
Urea formaldehyde and devatered resin shipments should be treated as containing free water unless specific assurance is provided that such shipments do not contain free water.
