NRC ACCEPTANCE OF REVISED MISSISSIPPI POWER & LIGHT COMPANY QA TOPICAL REPORT By letter dated May 1,1979, you submitted Revision 1 to Mississippi Power and Light Ccmpany (MPL) topical report MPL-TOP-1 A, " Operational Quality Assurance Manual." Revision 1 reflects organizational changes and clarifies MPL's reporting requirements to the NRC for future changes. Your letter of August 6,1979 pmvided further information regarding the organizational changes in response to our letter of June 19, 1979.
Based on our review and evaluation of Revision 1 and your letter of August 6, 1979, which justified why the Manager of Quality Assurance reports to the Director of Power Production', we find that all applicable requirements of Appendix B to 10 CFR Part 50 are included in the QA program requirements.
Therefore, your revised topical report is acceptable, and you may implement it irmediately. To use the topical report in license applications, ifPL need only reference this 'wpical report in Section 17 of the Safety Analysis Report.
We do not intend to repeat our review of this topical report when it is referenced in an application.
Should regulatory criteria or regulations change such that our conclusions, about this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire. Program-matic changes by MPL to this topical report are to be submitted to NRC for review prior to icplementation. Organizational changes are to be submitted no later than 30 days af ter announcement.
Please replace our letter of December 11, 1978 with a copy of this letter and resubmit 36 copies of your transmittal letter noting that the program described in Revision 1 of the report will be implemented on the Grand Gulf Nuclear Station.
