423.2 tiodify subsection 14.2.3 to describe the review and approval (14.2.3) process for preoperational test procedures and startup test procedures.
This information should be consistent with the responsibilities of personnel and the Test Working Group stated in subsection 14.2.2 for the preoperational test phase.
423.3 Expand subsection 14.2.4 to describe your controls provided for (14.2.4) plant modifications and repairs.
These controls should assure that (1) required repairs or modifications will be made; (2) retesting is done, as necessary, f ollowing the modifications I
or repairs; and (3) any proposed facility modifications will be reviewed by the original design organization or other designated design organiza tions.
423.4 Provide a description of your method for changing test procedures (14.2.4) whan the scono nr intent is chanand.

423.5 Clarify subsection 14.2.4 to verify that the " completion of the (14.2.4) required preoperational testing" that is required prior to fuel loading includes review and approval of test results.
If portions of any preoperational tests are intended to le conducted, or their results approved,af ter fuel loading: (1) list each test; (2) state what portions of each test will be delayed until af ter fuel loading; (3) provide techr.ical justification for delaying these portions; and (4) state 1: hen each test will be complated (key to operating modes defined in your technical specifications, or to test conditions defined in Chapter 14). flote that any test that yeu do not intend to begin prior to fuel lomding should be included in your startup test phase instead of the preoperational test phase.
423.6 In order to facilitate the staff's review of your individual test (14.2.11) descriptions, provide an index of preoperational test descriptions.
