A COMES NGf, Citizens United for Responsible Energy anc requests pursuant to 10 C.F.R. 2.206 the Director of Nuclear Material Safety and Safeguards to institute a proceeding to suspend Technical Ammend=ent No. 9 alloAng Iowa Electric Light and Pcwer Ccepany (IELpC), Central Iowa Power Cooperative, and Corn Belt Cocperative to handle special nuclear =aterial at the Duane Arnold Energy Center (DAEC), Decket 50-331, Liscense DPR-49.
Reasons _for this request are as follows:
- 1) Cn or amout Nove=ber 20, 1978, IELPC cfficials recieved the first in a series of notes threatening " nuclear terrorism".
The letters centend that at least two (2) me=bers of this group work in the DAEC.
2)-on September 10, 1971, Dr. Stephen Hanauer, a high ranking technical advisor to then the Atomic Energy Ccmmission wrote a memorandum

to C.D.W. Thornten. Amoung other things, Dr. Eanauer said,"I worry o
a goed deal about an 'inside job' by a disgruntled or psychotic utility g__ _ i employee.

This is in response to your request on behalf of Citizens United for Responsible Energy to suspend Amendment No. 9 to License No. DPR-49 issued to the Iowa Electric Light and Power Company for the Duane Arnold Energy Center.

For the reasons set forth in the enclosed response to your letter, your request is hereby denied.
A copy of this determination will be placed in the Commission's Public Document Room at 1717 H Street, N. W., Washington, D. C.
20555 and at the Cedar Rapids Public Library, 426 Third Avenue, S. E., Cedar Rapids, Iowa 52401. A copy will also be filed with the Secretary of the Commission for its review in accordance with 10 CFR Section 2.206(c) of the Commission's regulations.
