Introduction By letter dated August 14, 1979, Toledo Edison Company (the licensee) requested a change to the schedule for installing the fire protection modifi-cations for the service water pu:np and valve room of the Davis Besse Nuclear Power Station, Unit No.1 (Davis Besse-1). The change would extend the date of completion of the modifications from July 1,1979 to December 31, 1979. The proposed change would change Table I of the Fire Protection Safety Evaluation Report for Davis Besse-1 dated July 26, 1979, to reflect the proposed schedule change.
Background and Discussion On July 26, 1979, the Connission issued Amendment No.18 to the Davis Besse-1 operating license. The amendment added a condition to the license (2.C(4)) which requires ccmpletion of the fire protection modification in the sertice water pump and valve room identified in Paragraph 4.3 of the NRC's Fire protection Safety Evaluation for Davis Besse-1 dated July 25, 1979. This amendment also added a license condition which requires completion of these modifications in accordancr.
with the schedule given in Table I of the Fire Protection Safety Evaluation.
The schedule calls for completion of the fire protection modifications in the service water pump and valve room to be completed by July 1,1979.
In late May 1979, the licensee recognized that their effort to complete this modification were benind schedule and with the number of other high priority efforts, fire protection on this item did not receive the special attention to accelerate t5e fire protection modifications consistent with the licensees comitment. Contractor selection has been ccmpleted and 4 acurement of materials has been initiated. The projected schedule now identifies the service water cumo and valve room modifications as a priority task to be completed or: Decemcer 31, 1979.
To compensate for the fire protection modification.which would not be in seriice until December 31, 1979, the licensee has proposed by letter dated August 14, 1979, to provide the following additional items in the interim period:
- 1) The hose house adjacent to fire water system hydrant 12 will have a length af hose long enough to provide fire-fignting capabilities in the seriice water pumo rocm.
- 2) A 150 pound wheel mounted dry chemical extinguisher will be positioned to be accessible to this area by its hose length.
- 3) The service water pump and valve rooms will be visually checked by stat'..
personnel at least once every four hours.
We have discussed the licensee's procosal with the licensee's staf# and they nave agreed to provide the following additional assurance:
The licensee will provide a continuous fire watch in the scriice water :umo and valve rocm wnenever maintenance activities crovide an ignition source or an increase in transient ccmoustibles.

21uation and Conclusion
.e have reviewed the licensee's request and proposed compensatory measures as modified by staff discussions. We have noted that the service water pump and valve room have fire detectors and that procedures have been prepared to provide an alternate source of service water from the station circulating

water system. We have detemined that the licensee's proposed measures as modified provides, with the existing fire protection facilities, an acceptable

level of fire protection for the service water pump and valve room in the interim period from August 15, 1979 through December 31, 1979-and therefore it is j
acceptable to change the schedule.(Table I of the F. ire Protection Safety Evaluation) for completion of the fire protection modification in the service water pu;np and valve room to December 31, 1979.
