This is in regard to your request for approval of routes to be used for shipments of spent fuel from San Onofre Unit 1 to the General Electric storage facility at Morris, Illinois as contained in your letter of July 13,1979.

Each of the routes proposed in your request passes through several areas defined in tiUREG-0561 as heavily populated. Under 10 CFR 73.37 such areas must be avoided if a practicable alternative route is available.

In the ace cf a detailed analysis regarding the inpracticability of avoiding these heavi sy populated areas, an approval for the use of your proposed routes can not be granted.

Please re-evaluate your proposal relative to by-passing the areas listec in flVREG-0561.

If you are unable to identify practicable alternatives, documentation regarding the reasons why should be submitted to the f4RC.

Also, it is suggested that consideration be given to the feasibility of using an alternative mode of transport.
