Dear Mr. Herbein:
We noted that recently issued Revision 2 to " Criteria for Loss of Offsite BOP Electric Power" was meant to incorporate the "as-built" fire protection provisions for the BOP diesels (gray and white).
These are described in paragraph 3.10 and were approved by the NRC.
A walkd.own of the BOP diesel area was completed on August 14, 1979 in order to verify compliance with the approved fire protection criteria.
It was determined at that time that the criteria had not been met and was in fact not "as-built".
This matter was d13 cussed with Tom O'Connor of your staff with the following resolutioas:
1.
Fuel Oil Storage Tank Dike Completion of the dike around the white diesel fuel oil storage tank is to be accomplished shortly.
2.
Fire Detection a.
Burns and Roe has an approved design for fire detection including a heat and smoke detector for each BOP diesel which will be installed inside the diesel housing. This is to be completed as soon as possible.
b.
It was agreed that an investigation into the possibility of providing fire detection devices at the fuel oil storage tanks would be made. It was felt that this was a desirable feature.
3.
Fire Extinguisher A single fire extinguisher was found in the BOP diesel area and it was located inside the housing of the white diesel.
This is unacceptable as a fire in the' diesel 202

Mr. John G. Herbein August 16, 1979 would make access to the extinguisher Lapossible.
It was agreed that a fire extinguisher would be installed at each BOP diesel switchgear enclosure.
4.
Additional Fire Suppression Hoses and fog nozzles are available in the yard hose cabinets near the BOP diesels. These will be used to fight a large fire, but is not the best method for extin-guishing an oil fire.
It was agreed that an investigation would be undertaken to determine if a portable foam system could be placed in the BOP diesel area.
Once we are notified that the above items have been resolved, another verification walkdown will be performed. We expect that the necessary fire protection provisions as identified will be installed expeditiously.
