Dear Mr. Humphreys:

On March 6, 1979 Gulf States Utilities submitted results of the archeological and historical site surveys of the routes.for the various transmission lines to be constructed in conjunction with the River Bend, Units 1 and 2 project.

The survey report, prepared by Dr. Robert W. Newman, indicates that part of Line C will traverse Port Hudson Battlefield area and characterizes that area as "extrcaly rich in historic resources". The report further indicates that Fort Huds;n Eattlefield is included in the National Register of Historic Places and has received de;ignation as a National Historic Landmark.

In 3ddition, a letter of September 22, 1973 from the State of Louisiana Historic Preservation Officer, attached to your submittal, indicates that the project will affect cultural prcperties and will adversely affect the Port Hudson 2attlefield.

The regulations prorulgated by the Advisory Council on Historic Preservation, 36 CFR Part SCO (En;1osure 1), require NRC, in consultation with the State Historic Preservation Officer, to determine the effect the construction of the transmission line will have en the above mentioned historical resource and to ccnsider alternatives that would mitigate any adverse effect the project may have.

The regulaticns furtner require that NRC provide the opportunity to the Aavisory Council on Histcric Preservation to comment.

Please be advised that (a) we are initiating steps outlined in 36 CFR Part SCC to detennine the effect the construction of your transmissicn line will have en the ? ort Hudson Battlefield area, and (b) you should not proceed with the n o -
