Dear fir. Gens :

We have been advised by our legal counsel that the Pebble Springs alternative site review conducted by BPA and the Argonne flational Laboratory should be presented as a supplement to the Final Environmental Statement rather than as supplemental staff testimony. This change was required since we elected to conduct this analysis on our o'.;n initiative rather than having been directed to do so by the hearing board.

As a result, some additional revisions to the transmission systems require-ments testimony prepared by R. B. Eastvedt will be needed.

These revisions were discussed in a meeting held with fir. Eastvedt on August 2,1979. The NRC staff members at that meeting were fir. Richard Hoefling, Assistant Hearing Counsel, and fir. Richard Froelich, Environmental Project fianager.

iir. Eastvrdt anticipated no problems in making these revisions, and was agreeable to a completion date of August 22, 1979. We apologize for any inconveniences that this decision may have caused, and again thank you for your support in this effort.
