Dear Mr. Groce:

Based on our review of your submittals dated July 18,1977 e March 29, 1978, we have concluded that your basis for not prupu:>...g a design modification to the Yankee-Rowe electrical power distribution system undervoltage protection is not acceptable.

You contend that compliance with the positions, transmitted in our letter dated June 3,1977, violates General Design Criterion (GDC) 17.

GDC-17 requires that the safety functions of each of the offsite and onsite systera (assuming the other system is not functioning) shall be to provide sufficient capacity and cap. ability to assure that:

(a) specified acceptable fuel limits and the design conditions for the reactor coolant pressure boundary are not exceeaed as a result of anticipated operational occurrences; and (b) the core is cooled and containment integrity and other vital functions are maintained during any of the postulated accidents. The offsite power system is the comon source which normally supplies power to the redundart safety related buses.

Any transient or sustained degradation of this common source will affect the safety related buses and could resalt in loss of or damage to redundant safety loads.

Our position is that without a modificatior, your existing system may not meet the requirements of GDC-17, accordingly, we require that you propose design modifications and changes to the Technical Specification based on the guidance in the staff positions given in our June 3,1977 letter.

Your response is requested within 30 days of the date of this letter.
