JUN 2 71979 Docket No. 50-282 Docket No. 50-306 Northern States Power Company ATTN: Mr. Leo Wachter Vice President Power Production and System Operation 414 Nicollet Mall Minneapolis, MN 55401 Gentlemen: This refers to the meeting we held with you and members of your staff in your corporate office on May 1, 1979 and to the inspection conducted by Messrs. C. D. Feierabend, T. D. Daniels and E. R. Swanson of this office on May 1-31, 1979, of activities at the Prairie Ialand Plant, Units 1 and 2, authorized by h3C Operating Licenses No. DPL-42 and No. DPR-60 and to the discussirn of our findings with Mr. F. Tierney and others of your staff at the conclueion of the inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observat.3ns, and interviews with personnel. During this inspectior., certain of your activities appeared to be in noncompliance with hPC reqairements, as described in the enclosed Appendix A. The inspection showed that action had been taken to carrect the identified noncompliance and to prevent recurrence. Consequently, no reply to this noncompliance is required and we have no further questions regarding this matter at this tirue. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, T;tle 10, Code of Federal Regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC's Public Document Room, except as follows.
