Dear Mr. Linder:
I am enclosing a copy of the Safety Evaluation and an Environmental Impact Appraisal prepared by the Office of Nuclear Reactor Regulation supporting facility modifications to increase the capacity of the Spent Fuel Storage Pool and Amendment to License No. DPR-45 for the la Crosse Boiling Water Reactor, in connection with your application dated April 20, 1978.
I am also enclosing tihe proposed technical specifications.
Although these documents indicate our acceptance of your design concept of the crash pad, the modification to :ncrease the capacity of the spent fuel storage pool, and the requested Tectnical Specification changes, final approval of these actions cannot be granted until the issues currently before the Atomic Safety and Licensing Board are resolved.
