INTRODUCTICN The Sperry Division of Automation Industries, Inc. operates a Hot-Cell locates in Phoenixville, Pennsylvania.
This facility processes and distri-butes sealed scurces of Iridium-192 and Cobalt-60 for use in industrial radiographic inspect'.cn.
The group also designs, fabricates, and distributes radiographic exposure devices and shipping packages for transporting these radioactive sources.
All sealed scurce's which are distributed teet the require ents of Special-Form Ma:erial and/or Special-Form Incapsulation. All sealed sources are of Type "A" or Type "3" quantities, and are packaged within shipping containers which are designed and te::ed to meet the require:ents of Type "A" or Type "3" packaging. We also use (for donestic ship ents only) COT-55 Spec. centainers which were =anufactured prior to the March 1975 cut-off date.
The above packages are also received at our facility, centaining decayed sources which cus:ccers censign to es for disposal.
The f acility also receives and (re-ships e=pty) shipping packages which are not o f our nanuf ae:ure.
These packages are supplied by the irradiating reactor who supply us with the :ridiun-192 and C:bal:-60 scurce na:erial.
The f acility also ships ir.-level waste pr:du::s in 55 gall:n drums (Spec.
OCT-17H).
These dru=s are picked-up at our :acility by a licensed was:e dis-posal ccatras:or who we retain f or these services.
This quality Assurance (QA) Manual specifies the progra: to be implemen:ed by Sperry Division, Phoenixville, Pa. in order to c: ply with the requirements of IC-CFE-71 " Packaging of Radicactive Material for Transport and T:1nsportati:n of Radicactive Material Under Certain Conditions".
Radicactive Ma:arials referenced in the QA Manual are those Special-?0r:
naterials for which we are licensed by the Nuclear Regulatory C ::ission to receitc, possess, process, and ship under NRC License No. 37-CC611-09.

Perscnnel breakdown consists of (2) Management, (2) Radiation Technicians, (1) Machinist, and (1) Secretarial & Office. The number of employees has remained constant for the pas: ten years. We experience minimal personnel turnover. Over S :'. of our staf f has been employed b'; the facility for nore than 12 years. We have an excellent working team.

2.4 The key elements of this program is to govern the design, fabricatien, testing, storage, and use of radioactive shipping packages.
These elements are:---
2.4.1.
The assurance by the Radiation Safety Of ficer that all shipping Packages of our cwn manuf acture are designed, f abricated, and tested in accordance to the requirements of this QA Program.
Tha RSO rust also assure that shipping packages which are not of our =anufacture, were also designed and fabricated under a QA Progran approved by The Nuclear Regulatory Cccaission.
This assurance =ust be satisfied for all shipping packages designed and/or fabricated af ter July 1,1973.
2.4.2.
That all defined Quality Centrol (QC) procedures, engineering procedures, and specific provisions of the package design and approval are satisfied.
2.4.3.

QA Program (10-CFR-71) 3.0 DESIGN CONTROL 3.1 The RSO will establish seasures to assure that all regulatory requirements are satisfied within the design of a shipping package. These requirements cust be clearly included as part of the engineering drawings, design Spec-ifications, and fabrication and assembly procedures.
3.2 The RSO will insure that suitable centrols and engineering effort is utilized to such activities as radiatica shielding, structural strength, accident conditicas, cc=patibility of =aterials, maintenance, and repair.
3.3 When rechanical et envirocental tests are required to verify design ade-quacy, these tests will be perforced en a prototype unit under design.
All test results cust be documented and resined.
3.4 Revisiens and changes to design and specifications are subject to same design controls and approvals that were applica le to the original design.
3.3 Prior to release for productica, the RSC vill subrit all engineering draw-ings, specifiestions, cperating instructicas, and prototype test results to the NRC and/cr 20! f er approval, cornen:s, and/cr certification.

'4 hen a package is found to be defective and not conforming to all re-quirecents regulating its use, the nature of the defect shall be reported to the responsible Manager. The Manager will verify the ites of ncn-confo rmance ; tag the package as defective; segregate the package from nor=al inventory to prevent inadvertant use; and arrange for repair of the defect, or disposal of the package.
