Since the substance of your correspondence is a matter at issue now pending before the NRC, I have been directed to provide this response for Chaiman He nd ri e.
After studying your ma11gran, I considered that a personal briefing of the California Energy Connission by members of the NRC staff would be the most appropriate mechar. ism for providing you with a coaplete and timely response.
I understand that this briefing was held on June 21, 1979, and that the issues that you raised in your mailgram were addressed at that time. Rather than readdress these issues, I will allo-! the inforr:ation conveyed at the briefing to stand on its own with no further elaboration.
If you have any additional questions concerning the background of the May 7,1979, Rancho Seco Order for shutdown, or the NPC's method of dealing with the Order, please do not hesitate to contact me.
