Confirmation cf Action This refers to F. J. Long's telephone conversation of June 28, 1979, with W. E. Ehrensperger, Vice President, Engineering / Construction, regarding the failure of the High Pressure Coolant Injection (HPCI) and the Reactor Core Isolation Coolant (RCIC) systems to perform as designed following a reactor trip on June 27, 1979. With regard to matters discussed, it is our under-standing that both Hatch Plant units are shut down and that, prior to restart of either unit, the following actions will be completed to the satisfaction of the NRC:

1.

Investigate the HPCI and RCIC failures and take corrective actions as necessary.

As a minimum, your investigation will include:

a.

Determination of cause of the June 27, 1979, failure (s).

b.

A reevaluation of previous failures or abnomal perfonnances associated with the RCIC and HPCI systems.

c.

An evaluation of maintenance and repair activities and other plant practices which may affect the perfomance of these systems.

2.

Establish comprehensive retesting requirements which verify that the HPCI and RCIC systems perfom as designed.

3.

Discussion of the results of your investigation and retesting program with this office.
