Dear ifrs. Alford:
Your letter dated April 19, 1979 to President Carter regarding the proposed Perkins Nuclear Station has been sent to our agency for response.
The U.S. Nuclear Regulatory Connission staff (staff), operating under the mandate provided by the U.S. Congress in the National Environmental Policy Ac. af 1969, has analyzed the environmental impacts expected to be associated witr the construction and operation of Perkins. The results of that analysis are presented in a Final Environmental Statcment (FES), a copy of which is enclosed for your use.
Based on an extensive analysis of the characteristics of the site including information supplied by the applicant, Duke Power Company, by state and local community officials, and firsthand by a visit to the site by our analysts, the staff concluded that the impacts, including water use and effects on wildlife would not produce a discernable impact. The staff's analysis in regard te your major concern, water use, was revised in testimony presented at public nearings held in ifoc'<sville, No-th Carolina on April 30, 1976. This revision was necessary because of more restrictive state require-ments imposed after the FES was issued.
The testimony indicated a water use effect lower than that shown in the FES.
We sharo your concern rer ming the adequacy of the Perkins site as compared to possible alternative s, mas in the region.
In this regard in September 1978 we reconsidered our review of alter-nate sites in North and South Carolina.
Based on this rereview (copy enclosed) we again concluded, with all important site aspects considered, that Perkins is among the t,est sites for the proposed power plant.
I am also enclosing for your infonnation a pamphlet describing the U.S. Nuclear Regulatory Conmission's licensing process.
