TAS4 FORCE ON EMERGENCY PLANNING Pacently proposals have been made regarding how we shotild address the se-ious outstanding issues in emargency planning.
Also, many items in tay May 3: list-ing of staff actions related tc TMI show that certain MRC offices, State Programs in particular, are working on emergency planning.
I intend to establish a Task Force on Emergency Planning, reporting to me, as a vehicle to help formulate the scope, direction, and pace for NRC's over-all emergency planning. activity. This Task Force would also develop the means to coordinate emergency planning efforts within NRC and to coordinate NRC's overall activity with other government agencies.
Nre specifically, I want this Task Force to:
define a comprehensive plan for NRC's entire emergency planning activity indicating (1) what efforts are now underway, (2) what else should be underway, (3) what is the correct priority and schedule for pursuing these efforts, and (4) what it will take to do them; ensure that the plan properly addresses the wide range of issues identified at the Cocmission level (e.g. OPF's May 78 and May 23
-memoranda) and at the staff level (e.g. SP's May 29 memorandum),
stressing in.particular the monitoring and communications issues en pages 4 and 5 of Enclosure 1 to the May 18 OPE memorandum;

Office Directors as listed suggest ways to evaluate the effectiveness of current emergency plans and to upgrade these plans in cases where they would not adequately protect the public;

analyze the division of responsibility between the emergency planning activity at NRC and related activities at other Federal, State, and Local government entities, and provide reconmendations that will help make the emergency plans for areas around any par-ticular nuclear plant truly integrated; and propose the means of organizi.g our work on emergency planning so that it is properly coordina'.ed inside NRC (e.g. aspects dealing with the licensee should be clearly defined relative to the other aspects) and so that it meshes properly with the work of agencies outside NRC.
I would like to meet with the co-chair:en on June to discuss the Task Force charter and organizational arrangements outlined above.
At that time I would like to get their thoughts con' erning (1) the general direction I am proposing, and (2) the timing for t first phase of the Task Force's activity, which should ce to provide me a more detailed charter and a schedule of activities.
