The Commission has received the Hearing Board's Report submitted on April 2, 1979.
After an initial review of that report, the Commission believes that further information and views should be obtained from the NRC Staff.
The Staff is therefore requested to provide the Commission vith its comments on the Peard's Report.
c.recifically, the Staff should indicate whether, in light of the Board's Report, it considers that a sufficient record nas been made to support a decision.
Further, the Staff should provide a legal analysis for its proposi-tion that NRC must follow standards for access to SNM promulgated by
